The Investigative Committee, which now answers directly to the President (until recently it answered to the Prosecutor General), has given assurances to a visiting delegation from the CPJ that it will give serious consideration to 19 deaths that the CPJ believes to have been murders linked to the professional activities of the deceased journalist. One name on this list is that of Pavel Makeyev.

21-year-old Pavel Makeyev, a reporter with the Pulse television and radio company (Rostov Region), was killed in unclear circumstances on the night of 20-21 May 2006. His death came while he was covering an unsanctioned road race on the highway between Azov and Bataisk.

The race is known to have criminal connections and its organizers are frequently aggressive towards the media. Makeyev’s colleagues believe the races takes place with the tacit consent of the local police as their time and location are not a secret to anyone. Children of affluent and influential people are known to be among the participants.

The injured journalist was found on the highway near the village of Luch early on the morning 21 May. He died in hospital several hours later. Makeyev's parents and colleagues are concerned the police may try to brush his death under the carpet and pass it off as a routine traffic accident. No signs of abrupt braking or damages to a car, characteristic indications of an accident, were found at the scene. The journalist’s digital camera and cell phone were missing when the injured Makeyev was discovered. A criminal case has been opened.
